So "If these allegations are true...they may represent a breach of responsibility by the Administration, a violation of law and . . . a direct affront to me and the Members of this committee." is simply pointing out that Bush may have inadvertently and unintentionally rode roughshod over Congressional oversight? An oopsie? You and I differ on this one, the way I read it.
