Both claims of motive are over the top, IMO.

Cheney and Rumsfeld are on record as having been dismayed, since Watergate, at what they regard as an erosion of Executive power and both have been trying since to reclaim as much as possible.

If you cannot see this, there is no point in my continuing with you.

I look for political balance as much as anyone on this thread, but it is not balance if the two sides claims are not equivalent.
