Interesting way to look at it - but to me, studying politics without regard to motive is like watching a foreign language movie without subtitles. You can see what happens and guess at what the characters are really up to, but you need the full text and context to grasp it fully.

Motive is especially important when viewing strongly ideological and partisan political groups like the Bush-Cheney crowd, because they are more likely than most to act based on emotional convictions. That's why they got into politics for the most part.
