studying politics without regard to motive is like watching a foreign language movie without subtitles.

I was not implying that I ignore motive. I put a lot of effort into understanding motives and rationales. I just avoid accusing people of the motives I infer but direct my complaints at their acts. It's the same logic by which you won't find me charging anyone with lying, which involves motive. Motive is shaky grounds for criticism because motive is almost always an inference. Plus, criticism based on motive personalizes the criticism more. You know what that produces. Best to avoid, IMO.
