Well, for starters, we need to change the name. "War on Terror" has a nice ring to it, but it doesn't describe what the country is trying to do. "A concerted national effort to prevent major terrorist acts within the boarders of the United States by intimidating would-be terrorists worldwide" might be more appropriate, but probably wouldn't get much public support -- or funding.

So, I've tried to answer your questions. Now, how would YOU define the objective, and how would YOU conduct the effort?
