Concerns over the potential for a military coup during the reconstruction caused Posse Comatatus laws to be passed. The President has absolutely zero control over the National Guard withing the US. Blaming President Bush for Governor Blanco's incompetence is disingenuous. If you care to try again, I am waiting for a reason why any rational person would blame the President for the failures of Nagin and Blanco.
