The densest phase of water is at 4 degress C rather than 0- when water is a slurry of ice and water- as you can imagine the latice of pure ice is not as dense, since water can fill in the interstices of the lattice at 4 degrees. So water does not just "flip". It's viscosity changes, and so do several other things on the way from water to ice. Just FYI.
