Using the same logic as Bush, Puerto Rico would have been the Russian choice.

Hmmm...PR is better defended. The bush cowboy doctrine is to subcontract the hunt for the real danger, attack an "easy" unrelated target because one can, use diplomacy with a stronger one.

Finland? What can they do? Retaliate with a stampede of raindeer ?
