Not quite.

It seems they were violating the spirit, but not the letter of the accords.

Are two ways to produce fissile material for a nuclear bomb: enrich uranium (as Iran is supposed to be attempting right now), or extract plutonium from 'spent' nuclear power plant fuel rods.

The US/NK treaty banned one of these methods (& it seems that NK did not brake the ban), but the treaty failed to encompass the other method --- a fatal flaw in the treaty, IMO, that should be held against the folks who negotiated it....

NK did *not* violate the Treaty --- at least, not to my knowledge.
