I think that your clarified question is right on. If Qualcomm had agreed that Nokia could use its data-related patents (derived from HDR and its updated interations)in GSM-only handsets, I assume that it would have bargained for something in return such as a FRAND royalty perhaps, a cross-license to some extent, etc. I also assume that it would have known that its IP would be incorporated into the GSM, GPRS & EDGE standards and used in handsets with these abilities. From the disclosures made by Steve Altman concerning the discussions with Nokia, I get the impression that Qualcomm was slightly surprised that some of its patented techniques had been utilized in these GSM without being notified. Therefore, I believe that Qualcomm did not grant permission for this IPR to be used in standalone GSM handsets. There seems to be a disconnect between Qualcomm granting permission to use all IPR in the CDMA/WCDMA context and Nokia thinking that its existing IPR license for CDMA/WCDMA would somehow give it carte blanche to use this IPR in GSM-only handsets. Perhaps the whole situation is easily explained by Nokia reporting that Qualcomm simply forgot to ask for anything from Nokia in exchange for Nokia's use of this IPR.
