Based on your statement there really isn't a solution to just about anything as their is always a downside to any action. The fact is that policies of empire lead to aggression by the ones that are dominated. It doesn't take a lot of smarts to figure that out as history is replete with examples. If you believe that domination and the resulting costs and downsides are worth it then why not just say so. My takeaway from your posts is that you support the status quo and the policies in support of it but don't really want to come out and explicitly state it.
