India has more infrastructure to change and it is harder to change than anywhere else in the world. In order to get rightaway for a gas line, road, or other line, it would have to zig zag thru a byzantine complex of a checkerboard maze that break the back of a centipede, and in the end it will never get there for it would have to get thru just as big a maze of lawsuits from every tom dick and singh. Sueculture is rife. Primitive infrastructure and crowding chokes every major citizen. India is overpopulated and overfactionalized. If you want to modernize India you would have to force one language, one religion on one billion people, and burn 60% of the existing shanty-town structure. Indians are trying to build anew but in the end it is a drop in the bucket.
