It's certainly that but I think it goes much deeper....a laziness that makes it much easier to have someone else do the thinking, however wrong, and set out the marching orders. Key word is "laziness".....whether we are talking about politics or work and the desire to have someone else (the taxpayer usually) to take care of them.
