Lots of liberal policies promote poverty though they aren't promoted with that as the end.

To pick just one example, consider the extensive bans on oil and gas drilling in the US. There are a vast number of jobs related to that which could employ Americans if not for the liberal ban. Thus Americans as a whole are poorer for the absence of those domestic jobs.
