No. Oh, it can be used to set the goals. But setting goals that way almost always leads to failed attempts.


End goals are properly set that way. Short term or intermediate goals can be set in pragmatic terms, but even deciding what would be a pragmatic benefit depends on things like ideology and philosophy. The philosophy and big ideas might be ideas shared by a majority, they might even be things about which we have a consensus, but even then they still aren't simple matter of pragmatism, and there are many areas and ideas about which we are unlikely to ever get a really solid consensus.
