Not to defend Rosty, but "to each according to his means" and "to each according to his need" are different concepts.

The first is income redistribution, pure and simple.

The second is safety net. You may disagree with the idea of a safety net but it's not the same thing as income redistribution.

In income redistribution, you're giving to everybody who has less in order to achieve parity, a leveling. You give to the able, as well as the disabled.

For the safety net, you give to those who have a need, like unemployment, or disability, or children who are too young to work.

Income redistribution is radical.

Safety net is very old, as old as recorded history.
