No, Rome was not purposely destroyed. The Goths and Visigoths were being pushed by waves from behind, they wanted in. The Roman systems, esp. their weak economy, was too fragile to keep assimilating them in the end. But they did manage it for several hundred years.

Guys like Attila the Hun swept through realms where Rome for all purposes was already gone.
