T bill question

How is it that the Fed can have an auction for example on 3-month T bills and issue 23 Mln bonds. And then within a short time the T bill (same cusip, expiration etc) can have 64 Mln issues outstanding?

Is there a finite supply of T bills or are they part of the printing press machine and theres no limit to how many of these things they can create even after a so called auction?
