I think that DOC may have a credibility problem. Over the years, they have very aggressively promoted their stock and underperformed financially. The management may be putting the company up for sale:

Digital Angel seeks investment bankers

Digital Angel Corp. is preparing to hire investment bankers or strategic advisers in what could result in the sale or partial sale of the company.
South St. Paul-based Digital Angel said in a press release Wednesday that its board of directors is forming a special committee to pursue "strategic opportunities" and maximize shareholder value.

Such a disclosure often indicates a company is seeking buyers or investors.

CEO Kevin McGrath said in a statement that the current valuation of Digital Angel does not reflect the company's "significant progress" it's made in its business units.

The special committee includes all independent board members.

Digital Angel (AMEX:DOC - News) develops and deploys sensor and communications technologies to track and identify high-value assets. The company has patented implantable microchips to monitor humans, pets, fish, poultry and livestock.
