It's part of a pattern. The one thing the administration did NOT want was for these guys to have the right to habeas corpus. Because in times of war (actual war, not metaphorical war), all laws are silent, but one, habeas corpus. And from habeas corpus flows rights like the right to status review, and all the other rights the Star Chamber doesn't want them to have.
