Re: "Cost? They can't fire their rockets now, their guidance systems don't work, the can't hit the side of a barn right NOW, so NOW is the time to strike...."
WHO said anything about a viable 'missile threat' from NK???????
Not me. (Didn't you read what I posted?)
The *actual* military threat from NK is from their collection (the WORLD'S LARGEST) of artillery: long range, mid-range, short range, etc., and their million person Army (fifth largest in the world) right across the border.
They can hit Tokyo, they can destroy Seoul (third largest metropolitan area in the world, SK having the 10th. largest economy in the world....)
Like I pointed out: the Pentagon has estimated 1 to 1 1/2 million DEAD in South Korea (and nearly ALL of the 17,000 US forces on the ground there), and perhaps 1/2 million dead in Japan --- all within 24 to 48 hours of full scale, non-nuclear war breaking out....
If we were to propose *starting* something like that up our allies would toss us out of their countries. (If NK starts shooting first of course it's all different....)

From Wikipedia:
The DPRK has previously received international food and fuel aid from China, South Korea, and the United States in exchange for promises not to develop nuclear weapons. In June 2005, the U.S. announced that it would give 50,000 metric tons of food aid to the DPRK. The United States gave North Korea 50,000 tons in 2004 and 100,000 tons in 2003. On 19 September 2005, the DPRK was promised food and fuel aid (among other things) from South Korea, the U.S.A., Japan, Russia, and the PRC in exchange for abandoning its nuclear weapons program and rejoining the Nuclear Non-Proliferation Treaty.
