Yes, he does seem moderate. Just a few problems: He's not part of Hamas. He's almost completely powerless. He doesn't control any part of Hamas, or most of Fatah, of which he's the titular head. He chose to spend most of his life as Arafat's right hand man, so he obviously has zero problem with terrorism as a weapon of choice.
