I have heard it used in the sense of excessive deference to the feelings of Muslims compared to how they would treat non-Muslims. So to accuse the Times of dhimmitude when they refuse to publish the image of Mohamed when they wouldn't think twice about printing a caricature of any other religious figure would be accusing them of being hypocrites or cowards, not name calling.

As to the rules of their online forum, I would expect any Big Media sponsored site would be censored so vigorously as to squeeze the life out of it. That is why I don’t frequent such places
