That is not true. There have been Jews in Israel continuously, just as a minority. Jerusalem has had a Jewish majority or plurality since the 18th century.

The Zionist movement started in earnest in the 1880s. Tel Aviv was founded in 1906, so your dates are a little off.

Until 1948, the Zionists purchased every piece of land they settled. Since most of it was wasteland, the owners were delighted to find somebody to buy it.

You also have to remember that 80% of Palestine has been state owned since Ottoman times. Large tracts of land were abandoned as a consequence of Ottoman misrule.
