The lower tax rates are the longer it takes for tax cuts to produce any increase in revenues. Cutting from 95% to 70% might produce more revenue almost right away. Cutting from 2% to 1.5% might eventually produce enough economic growth to produce more revenue but it could take a lifetime.

I think most economically literate people would understand how cuts from ridiculously high rates would increase revenue. The question is how quickly does that factor decrease. Its impossible to get an exact figure because you can't run controlled experiments. Also even if you could (and it really is impossible) the answer would be different in different circumstances.
