The tax cuts that were almost immediately followed by tax hikes were not the only factor. For one, the bottom fell out of the oil market, dropping energy costs an enormous amount. With inflation finally wrung out, dropping the discount rate meant businesses could invest again. The growing use of PCs enabled businesses to eliminate middle management and increase productivity.

There were a lot of factors involved, and the tax cut very well have been the smallest, if it even was a factor.
