Politicians have been arguing over who should bear the blame for the hike in gas prices, which have topped $2 a gallon on a national average.

John Kerry (search), stumping in Portland, Ore., on Tuesday told voters that inaction by the Bush administration amid soaring gas and health care prices is costing Americans their jobs and savings.

Some, like Kerry, urged increased pressure on the Organization of Petroleum Exporting Countries (search), which cut production in March and April, to boost its output to meet demand. Others called for tapping into the Strategic Petroleum Reserve, an idea Kerry has not backed.

Kerry has said that new contributions to the reserve should be slowed to ease petroleum supplies.
