Addiction appears to be genetic in part. A gene has been identified now called the Hemingway gene that predisposes one to bipolar depression, and substance abuse, such as opiates and alcohol. Ironically perhaps Hemingway would not have killed himself if he had chosen mild analgesics and psychological pain deflectors such as hemp instead of the over usage of the massive depressant alcohol in order to deal with his demons and his physical pain. Perhaps someday we will have the perfect drug to replace addictive impulses. Right now society struggles to deal with the mass distraction and wholesale dissolution that the spread of altering substances can cause a population. The Greeks had a whole era where wine and hashish weakened the defense of their culture. After the extended Bachannalian age, their society was so dissolute that an organized defense against Rome was impossible. When the city states struggled ascetically against each other, like the Mongols they were maximally prepared for war, and even gian professional war machines that the Persians had assembled were routed by the tiny but highly efficient and motivated armies of the Greeks. The technological superiority of Greek tactics and weaponry has been treated more lightly by modern military scientist than it deserves. This also is an outgrowth of an ascetic organized and cleaner living society. Society, in general needs well managed outlets of its impulses to celebrate and blow of steam, to chase its endorphic dreams and satiate the internal drives some. The balance is all important.
