IMO that's true and is the Palestinian bone of contention. The problem, of course, goes back to 1948 when the UN authorized the creation of the State of Israel (from land that wasn't under its jurisdiction) but omitted to mention where the boundary for that state was to be.

Rabin even received a Nobel Peace Prize for his trouble -- but that's all history now. The world is now on the brink of far more serious problems than the basic Israeli-Palestinian dispute over land.
