re: This shouldn't have been a surprise. After all, he was openly passing out checks on the floor of the House. Even DeLay was more discrete than that. He certainly is a believer in having the best government money can buy... Still you would think they would be less bold after being caught the first time. I suppose since there was no real punishment, they figure they can do whatever they want. They are no longer scared of "the voters". That's very bad.
