Plus their maintenance and competence is abysmal.

Perhaps, but it would be negligent as hell to not take all appropriate steps to protect the Fifth Fleet, including getting it out of the Gulf, on the assumption that the Iranians do not know what they are doing.

The time when we thought that Ay-rabs are stupid and technologically backward is over. They can buy just about anything they want, and can train like anyone else. To fight a war properly these days, we must assume technological sophistication on the part of all of our major opponents.

The Sunburn is not Iranian, it's Russian. Very, very effective. And the US has had to act quickly to counter the Sunburn because it is such a threat. One such response is SeaRAM, which is discussed midway in the comments on this web page:

The difficulty is that though the Sunburns have a relatively short range, they have all the range they need in the Gulf. May very well be capable of being fired from land.

It would be insane to allow the Fifth Fleet to be threatened by Sunburns in the Gulf at this point whether or not we have SeaRAM defenses on all our ships. In fact, as noted by a comment in the blog I cite above, a surefire telltale of an upcoming shooting war with Iran would be moving our ships out of the Gulf to get them out of Sunburn's range.
