I think you're conflating two different concepts.

One is giving money to groups that discriminate, and the other is allowing groups that discriminate equal access to public property.

I believe the principle is well-established that it's improper to give government money to groups which discriminate, but it's also improper to prevent groups which discriminate from having equal access to public property as other groups.

They must be given the same access to public property that any other group is given, because otherwise the state is discriminating against them because of their beliefs, which it cannot do.
