I think all of us -- UN included -- do a very poor job of grappling with non-state actors aka asymmetrical warfare. There are plenty of non-violent things states can do to other states to affect their behavior, blockades, embargoes, sending home their ambassadors, refusing to recognize them, none of which are effective against non-state actors.

For example, what can the UN do about Hezbollah?

Another example, what could the UN do about the Taliban?

I don't expect you to have an answer. It's one of the biggest problems of the 21st century, how to maintain peace and security against the threat of asymmetrical warfare.
