Non-state actors was your phrase which I used in my response. Let's not get tripped up over terminology, unless the meaning really isn't clear.


Okay fine. But if your rule is going to be that organizations which don't have clear territorial bounds are exempt from military responses even after they have made military and/or terrorist attacks, that's one heck of an advantage you just handed to the terrorists.
