I don't think the Israelis were blaming the Lebanese Government for not routing out Hezbollah. I think they were simply trying to get their soldiers back before they were shipped to Iran. Just like I don't think that Israel blames the Palestinians, they are at the point that they try to figure out where the missiles come from, and then bomb the heck out of the spot.... Blame is useless, If you know where a missile was fired from, and reduce it to rubble, it can't be used again. Yes there may be peripheral damage, but well, look at the damage to Dresden in the second world war. Eventually the Germans stopped fighting. Personally I think that israel should be killing the families of the bombers.
