Actually levels of citizenship are mutable with Francophones first followed by many others. Jews only get preference when/if it is in the interests of the Canadian Government. Look at how long it took to get some action on Ernst Zundel, everyone thought he was going to die of boredom before the Canadian government made a decision. As for Lebanese Canadians, if you live in Lebanon, then you really are subject to the problems of Lebanon. Most of the canadians in Lebanon didn't even let the government know they were there. If you live in another country expecting Canadian Protection seems a little stupid. Canada really cannot even protect itself, much less citizens half a world away.
