That's not true. Clinton and Bush are not equal on terrorism. This is what makes the rightwing arguments unacceptable. They are based on lies, ignorance and lack of rational analysis. Argue the facts, not the rightwing fantasy.
Clinton had the terrorism czar elevated to a cabinet level position. Bush couldn't even be bothered to have a principals meeting and had a thoroughly incompetent NSA geared to fighting the nonexistent Cold War.
Clinton did go after terrorism until Republicans accused him of wagging the dog. It isn't just that Bush is incompetent, Bush didn't care about terrorism, he wanted OIL PROFITS and to prove that he was better than Poppy.
Bush didn't care. Bush doesn't care. Today he's futzing around wondering if Condie will go to the ME. What?
It's unbelievable. No wonder Bush's happiest moment during his presidency is fishing at his stocked pond in Crawford. Bush isn't a president, Bush is Barney Fife.

"....We have not been able to corroborate some of the more sensational threat reporting, such as that from a ---- service in 1998 saying that Bin Laden wanted to hijack a U.S. aircraft to gain the release of "Blind Sheikh" Omar Abdel Rahman and other U.S.-held extremists.
Nevertheless, FBI information since that time indicates patterns of suspicious activity in this country consistent with preparations for hijackings or other types of attacks, including recent surveillance of federal buildings in New York.
The FBI is conducting approximately 70 full-field investigations throughout the U.S. that it considers bin Laden-related. CIA and the FBI are investigating a call to our embassy in the UAE in May saying that a group or bin Laden supporters was in the U.S. planning attacks with explosives..."

Tenet rolled over and played dufus for a presidential piece of tin but Bush was still on vacation dreaming about fishing.
"...Clarke said that “on June 21, I believe it was, George Tenet called me and said, 'I don't think we're getting the message through. These people aren't acting the way the Clinton people did under similar circumstances.' And I suggested to Tenet that he come down and personally brief Condi Rice, that he bring his terrorism team with him.
“And we sat in the national security adviser's office. And I've used the phrase in the book to describe George Tenet's warnings as ‘He had his hair on fire.’ He was about as excited as I'd ever seen him.
“And he said, ‘Something is going to happen.’” ...
