I'm not sure what that rat meant, but ethanol is a molecule of carbon and hydrogen (with a tiny bit of oxygen).

When it burns it generly involves three O2 molecules combining with one ethanol to form two CO2 molecules and three H2O molecules. This is very similar to the chemistry of burning any other hydrocarbon and it produces carbon dioxide, just as happens in burning any other hydrocarbon whether "fossil" or "new".

- Oh, I see what you mean by carbon-neutral. You mean it draws in CO2 from the air and releases the same back. I suppose that's true, but it doesn't really matter. Some other plant would draw it in and perhaps not release it back as quickly.

The net result of burning hydrocarbons is that there is still a concentration of CO2 in the air. It doesn't really matter what the source or age of the CO2 is, it's very presence is the problem and that problem will continue so long as chemical bonds are used to generate large amounts of energy.
