WL, admit this is based just on t following thoughts not knowledge of hw the trials really work. To me each disease can probably impact the health of a patient differently. What is a safe drug or dose in one disease might be unsafe in another. Example, asprin for pre teens when they have flu like symptoms.

So for CF with lungs filing with fluid seems logical to once again demonstrate BPI is safe.

Now with safety test for any new drug it seems logical to start with a handful. You can't run a test on 10,000 to see if somehing is safe!
What I think XOMA will clear up is that this is not a Phase one trial. It may be but they seemed very exact with their wording and until they say it was a phase one trial I guess I will have doubts. Yes I know I asked if people really knew if it was. It's just after seeing the answers I just don't feel convinced. Does not bother me that it might not be a phase one trial yet.
