I agree but I would add that the disadvantage may practically exceed 8 years. There was a NY Times article a few months ago about a research (Doug Melton, huge name) who was trying to work with stem cells in this environment. Basically, he had to separate a part of his lab to ensure that none of the materials / equipment funded by federal money touched any of his stem cell work funded by alternate sources. Just a ridiculously onerous task, and one that only researchers like Melton could afford. For small timers like myself with a single source of major funding, those guidelines to keep research arms "separate" practically preclude me from doing any work at all (not that i'm interested in it).

In effect, I think current policies are keeping the US from reaching that critical mass of researchers needed to efficiently and effectively keep things moving forward. Without that mass, there is no inertia to rapidly propel further research if/when the administration changes its stance on stem cells.
