Al, pretty bold promises from Kerry, but the guy would have flipped once the going got tough. Well, look it's easy to say such things about the guy who didn't get a chance...meantime the man in the office didn't even make any similar proposal for more than 4 years in office and now has fizzled into complete inactivity.
