You're being silly here. The IDF couldn't disarm Hezbollah over an 18 year period. Certainly the Lebanese army couldn't do it. In addition to not having the means, they probably don't have the inclination. They don't like Israel either.

Then I guess we should just dismantle the UNSC and partition Lebanon. Because the disarming of Hizbullah, and restoration of complete sovereignty by Lebanon over its borders and territory is what has been called for.

And if Lebanon can't control it's territory, then someone has to do it for them. And no one wants the Israelis, or the Syrians, to do it.

So don't be too surprised if you see a heavily armed UN force deployed to deal with Hizbullah and see that that the requirements of UNSC 1559 are fulfilled. Of course, a binding resolution will likely have to be submitted that authorizes "all necessary means" to accomplish this task, but given the tremendous worry in the international community about this situation causing an even greater regional conflagration, it's quite possible.

Bush is not going to permit a UN force to enter the area that is not empowered to undertake disarmament of Hizbullah.
