Brokering some sort of peace buys time. Figuring out ways to invest in the Arab middle class would be the rest of the puzzle. A full stomach goes a long way towards reducing tension.

In this country, the South carried a grudge from the Civil War well into the 1970s. There were places where an obvious Yankee accent would get you damaged. What changed was the economic development that started in the 1950s. When enough people were able to move from subsistence farming to a world with paved roads, electricity, running water and indoor plumbing, worrying about the Lost Cause lost its luster.

With development, the majority of the 1.2 billion Arabs would keep the wacko minority restrained. Just like in the South, we keep the wackos in the robes restrained. Most people don't need that kind of rage any more. In fact, they are viewed as a danger to everyone, not just those who are "pigmentation enhanced".
