That would be a serious example of mis-management. (But, thus far, you have only said: 'alleged'....)

My point (easy to verify) was that there was no net over-all decline in funding. In fact, funding increased at a greater rate then under Bush I.

I'm not a 'Democrat'. Never have been, and have no inclination to become one at this late stage.
