I agree with Nadine here. The basic control problem in military affairs is that the information that is available to the person at the scene is diluted before it gets up the chain of command to the person who makes the decision.

It only takes ONE Israeli to order such an attack. As new information comes in, that one person may or may not change his mind. But the human tendency is to refuse to acknowledge an error until as late a point as possible (look at your point of view on Iraq, for example). There's probably some guy in the Israeli air force who got punished for this mistake, but to blame the whole Israeli nation for the actions that were ordered by one (not very high up) officer is going too far.
