That's exactly what I've been saying all along. Remember State's Rights? Well, yes, States Rights is real, and so is/are State's Responsibilities!

I've had a couple of programs that both presenters said it was first the First Responders who were to be on the scene first..... The firemen and the policemen, as well as emergency medical folks.

The Feds have to be invited in to the States, and assuming that that has already been cleared, the Feds take a back seat to the State Governments.

THAT's why it was SO disgraceful for the clown Nagin to stand there, fist to the sky, saying "where are they"??? Rather, the citizens of NO SHOULD have been saying, WHAT is Nagin doing out here.....he is supposed to be getting the first responders here NOW......then working with the Gov of LA and seeing what's what....and BOTH of them then calling in the Feds....
