If you really suspect SP2, you can uninstall it. Use "Add or Remove Programs" or revert via "System Restore." Personally, I recommend keeping SP2-- for all our sakes (except Mac exclusive users :) ).

I am not aware of SP2 restricting access to particular web sites. Sounds like you might have some other problems...

As for Auto-updates, it's not just Dells, all XP SP2 machines come with Auto-update enabled out of the box.
