"How do you fight someone in a limited way who has 12,000 rockets ready to fire at your cities as well as a network transporting new weaponry from iran thru syria to lebanon?"

One way would be a proportional air response to EACH rocket, and an announced policy of doing so. That would put the onus on the Lebanese to stop Hizbollah, and the Israeli response(s) would seem "fair and balanced", to the world, and maybe even to the Lebanese.
