not that I terribly oppose to that but to catch (22) those militants Israel would need military actions and civilian's would die anyway. It's a war

and how safer can it get for terrorists to cut heads of unarmed civilian's while hiding behind human shields or to send a brainwashed kid to blow up himself along with israeli civilians
