Cutting a deal means that both sides can walk away from the table with a positive result. A non-viable (balkanized) state is not positive. The Israelis offered them a huge percentage of the West Bank UPFRONT in exchange for peace!! The final agree would have looked like the map on the right.. mideastweb.org Hawk
